Condition 2 assumes two things nothing in the record establishes: that funder identity is a normalized entity rather than free text, so five distinct funders can be counted rather than five spellings of one agency; and that geography is a structured field at state granularity. Both need client engineering confirmation. If funder identity is free text, the city and county tier does not publish at all until it is normalized.
